Man in custody after firing at deputies during Harrison County standoff

A man who opened fire on deputies serving a search warrant in rural Harrison County was taken into custody without injuries after an hours-long standoff, according to the Harrison County Sheriff’s Office.

Deputies responded Wednesday to a mobile home on Tappen Scio Road (State Route 646) to locate a wanted individual reportedly hiding in the area. The suspect, identified by the sheriff’s office as Justin M. Stapp, a resident of Belmont County, allegedly confronted deputies at the door with a firearm and fired multiple shots. No one was struck.

Sheriff Mark Touville said deputies immediately worked to secure the area and warned nearby residents to remain inside as additional gunfire erupted. Multiple agencies responded to assist, including the Belmont County Sheriff’s Office, Jefferson County Sheriff’s Office, Jefferson County Special Response Team, St. Clairsville Police Department, and the Ohio State Highway Patrol.

A Belmont County detective acted as the negotiator, communicating with Stapp throughout the standoff. After an extended period of negotiation, the sheriff’s office said Stapp surrendered peacefully and was transported to the Harrison County Jail. Charges are pending following consultation with the county prosecutor’s office.

Touville said he is proud of the coordinated response, crediting law enforcement for ending the confrontation safely.

“I am extremely proud of the professionalism and restraint shown by our deputies and assisting agencies,” Touville said in a statement. “Their quick actions ensured the safety of our community during a dangerous situation. Thanks to their coordinated efforts and dedication, this situation was resolved safely, and I am thankful that no one was injured.”
