A man accused of shooting at his ex-girlfriend Sunday morning in Tuscarawas County is now facing multiple felony charges, including attempted aggravated murder.

On Monday, Detective Sgt. Ryan Hamilton signed the initial charges related to the shooting on Edie Hill Road. Tuscarawas County Prosecutor Ryan Styer prepared the complaint against Carl E. Reynolds, 44, of Feed Springs Road SE in Uhrichsville, with an accompanying request for a warrant through Southern District Court.

The charges filed against Reynolds are:

  • Count 1: Attempted Aggravated Murder (1st-degree felony) with a firearm specification
  • Count 2: Attempted Murder (1st-degree felony) with a firearm specification
  • Count 3: Felonious Assault (2nd-degree felony) with a firearm specification
  • Count 4: Retaliation (3rd-degree felony) with a firearm specification
  • Count 5: Violating a Protection Order (3rd-degree felony)
  • Count 6: Menacing by Stalking (4th-degree felony)

Judge JJ Ong reviewed the case and found probable cause to issue the warrant. The next step is for South Court to arraign Reynolds.

The charges stem from a violent incident reported around 6:40 a.m. Sunday when a woman arrived at the Uhrichsville Police Department with a bleeding head wound. She told officers she had just been shot at by her ex-boyfriend on Edie Hill Road in Mill Township.

According to the Tuscarawas County Sheriff’s Office, the woman said she was driving along Edie Hill Road when Reynolds used his vehicle to block her path. After stopping, she said he exited his vehicle and began firing what she described as a long gun. Multiple rounds struck her car, including several that pierced the windshield.

Investigators believe the woman was injured by a bullet, bullet fragment, or shrapnel. Officials said they will confirm the source of the injury once the object is removed from her head. She escaped by accelerating her vehicle into Reynolds’ truck, then drove directly to the police station after he reportedly reached into her vehicle and took her phone.

The woman was transported by ambulance to Cleveland Clinic Mercy Hospital, where she was listed in stable condition.

Detectives and deputies responded to multiple locations to gather evidence. Reynolds fled the scene following the shooting, prompting a “be on the lookout” alert for his black Ford F-150. At 7:21 a.m., Cadiz Police located the vehicle on U.S. Route 22 and conducted a traffic stop with assistance from the Harrison County Sheriff’s Office and the Ohio State Highway Patrol.

Reynolds, who had his two teenage sons with him, was taken into custody without incident. Both juveniles were released to a family member after consultation with Tuscarawas County Job and Family Services.

Authorities executed a search warrant at Reynolds’ home, recovering firearms, ammunition, and other items that supported the victim’s account. Investigators also confirmed that a protection order was active at the time of the incident, prohibiting Reynolds from possessing firearms and identifying the victim as a protected individual.

He remains in the Tuscarawas County Jail.

“This case could have ended much worse,” said Sheriff Orvis L. Campbell.

The Tuscarawas County Sheriff’s Office thanked the Uhrichsville Police Department, Cadiz Police Department, Harrison County Sheriff’s Office, Ohio State Highway Patrol, Southern District Court Probation, and Rosenberry Towing for their assistance.
