Second man accused of sex with dogs in Stark Co. arrested; police say abuse was filmed

A second man has been arrested in connection to a disturbing animal abuse investigation in Stark County that now involves multiple victims and defendants.

Joseph Domer, previously convicted of sexual conduct with an animal, has been taken into custody for allegedly engaging in repeated sex acts with multiple dogs over a 14-month span. According to a criminal complaint obtained by Jordan Miller News, Domer is accused of sexually abusing his own dog—as well as other dogs within his home—from October 2023 through December 2024. Authorities say the abuse was captured on Domer’s personal cell phone and caused serious physical harm to at least one of the dogs.

Domer is facing felony charges, including sexual conduct with an animal and prohibitions concerning companion animals. His prior conviction makes this a repeat offense, which could increase the severity of potential penalties if convicted.

The new arrest comes just days after 25-year-old Johnathan Wardle Cunningham of northwest Ohio was arrested on similar charges. Cunningham is accused of repeatedly having sex with his border collie over a six-week period between Feb. 1 and March 16, 2025. The criminal complaint against him also notes physical harm to the dog.

Cunningham faces two charges: one count of sexual conduct with an animal, a misdemeanor under Ohio law, and one count of prohibitions concerning companion animals, a felony. He is scheduled to be arraigned Friday morning in Canton Municipal Court.

All dogs involved in both cases have been removed from the homes and are being cared for by the Stark County Humane Society.

Authorities have not publicly disclosed how the alleged crimes were discovered, but the investigation remains ongoing.
