A local man was arrested following the discovery of multiple deceased animals in his home, prompting an investigation by the Minerva Police Department.

Kevin Bishop called authorities to his residence in the 500 block of W. Lincolnway to report a civil issue. Upon arrival, officers learned that Bishop’s ex-girlfriend had allegedly brought over a dozen animals into his home. Bishop informed police that he had to bury three cats prior to making the call, citing the animals’ dire need for assistance.

Upon entering the residence, officers were met with an overpowering odor of feces, urine, and filth, the report from Minerva PD states. They observed numerous cats and a black and white pit bull that appeared severely emaciated, with ribs visible on nearly all the animals, according to the report. The conditions were so unsanitary that officers had to exit the home due to a cloud of flies and the overwhelming stench.

After contacting dispatch, an officer requested that the Humane Society be called for assistance. However, the Humane Society was unable to send personnel until the following morning. Additional officers arrived on the scene, and upon entering the residence, they immediately requested personal protective equipment (PPE) from the Sandy Creek Fire Department.

Once equipped with Tyvek suits, goggles, gloves, boot protectors, and masks, officers re-entered the residence with Bishop, who guided them through the home. They found clothes and fecal matter strewn about, with litter boxes overflowing and no visible food or water dishes for the animals. Bishop indicated that he had recently purchased cat and dog food, but the conditions raised serious concerns about the animals’ welfare, the report claims.

The officers noted more cats in various stages of emaciation, prompting them to check for signs of life. Bishop estimated there were two dogs and at least six cats in the home, although the second dog could not be located during the search.

After assessing the situation, officers informed Bishop that the Humane Society would send someone to the residence the next day. Bishop acknowledged the arrangement and stated he planned to stay at his mother’s house due to the unsafe living conditions.
